ADVERTISEMENT TO TENDER

INTRODUCTION
The Adamawa state Ministry of Works wishes to inform all eligible and interested contractors, suppliers and the General public that the Ministry is advertising to undertake PROCUREMENT FOR THE CONSTRUCTION OF STORM WATER DRAIN, BRIDGES AND SOME SELECTED ROADS PROJECT IN THE STATE (LOT 1-8).

LOT 1: Asphalt Overlay and Repairs of Kiri Shelleng Road (37.5km) in Shelleng LGA.
LOT 2: Construction of 4 Spans Betso Bridge and other hydraulic structures + 1,250m Approach Roads in Bazza.
LOT 3: Construction of 2-spans at Muchalla Bridge & other Hydraulic Structures + 400m Asphalt Approach Road & Laterite Road in Bazza in Michika Local Government.
LOT 4: Rehabilitation of Bahuli Road Phase 1 Mubi North.
LOT 5: Construction of Duhu Storm Water Drain.
LOT 6: Construction of Road Network in Modibbo Adama University (MAU) 3.3km.
LOT 7: Construction of Road Network in Modibbo Adama University Teaching Hospital 2km (MAUTH).
LOT 8: Construction of Road Network in Adamawa University Mubi (ADSU).

As provided by Adamawa State Bureau of Public Procurement in line with section 8 sub-section 1. (i) of the State Public Procurement Law of 2020.

SCOPE OF THE PROJECT
Firms/contractors are to submit Technical and financial bids for the Procurement for the CONSTRUCTION OF STORM WATER DRAIN, BRIDGES AND SOME SELECTED ROADS PROJECT IN THE STATE (LOT 1-8) and has the scope as follows; Roads/Bridges mentioned are of various width and shoulders were needed as directed by Engineer which include but not limited to the Following:-

1. Site clearance to the limit of construction.
2. Removal of unsuitable materials and replacement with approved laterite.
3. Excavation for Culverts, lined and Storm water drains.
4. Provision of reinforced concrete box culverts of various sizes at designated locations and as specified.
5. Provision of reinforced concrete lined drains of various sizes as specified.
6. Provision of reinforced concrete Storm water drain, 3m x 1m as specified.
7. Provision of reinforced concrete access slabs and bracings at designated locations and as directed.
8. Burrow to fill depressed and failed road sections as directed.
9. Provision of 150mm laterite sub-base course.
10. Provision of 150mm laterite base course as directed.
11. Priming and spraying of TAC coat as specified.
12. Lying of 50mm thick asphaltic wearing course as specified.
13. Laying Kerbs as directed.
14. Provide Road markings as directed.
15. Provision of concrete crossings on storm water drain as directed.

1.0 INTRODUCTION:
Anambra State Polytechnic, Mgbakwu, pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced Contractors/Firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the Procurement of Goods and Services under the YEAR 2026 TETFUND ICT SUPPORT INTERVENTION PROJECT AND 2026 TETFUND SPECIAL HIGH IMPACT INTERVENTION PROJECT (SHIP) below.

2.0 SCOPE OF GOODS AND WORKS:
CATEGORY A. YEAR 2026 TETFUND ICT SUPPORT INTERVENTION PROJECT
Lot 1: Supply and Installation of 20KVA Solar Power System, Computer Hardware Equipment, Awareness Creation, Sensitization and Capacity Building on all TETFund-sponsored platforms

CATEGORY B. YEAR 2026 TETFUND SPECIAL HIGH IMPACT INTERVENTION PROJECT
Lot 1: Construction of Hostel Block
The Scope of the project above shall be detailed in the bidding documents to be issued.

3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7.
b. Evidence of Tax Clearance Certificate for the last 3 years i.e. 2023, 2024 and 2025 valid till 31st December, 2026 with minimum average annual turnover of One Hundred (100) Million Naira for Category A, and One (1) Billion Naira minimum average annual turnover for Category B.
c. Evidence of Current Pension Compliance Certificate valid till 31st December, 2026.
d. Evidence of Current Industrial Training Fund (ITF) valid till 31st December, 2026.
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP (Bureau of Public Procurement)
g. Evidence of Current Computer Professionals Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA) Certificate valid till 31st December, 2026.
h. Company’s Audited Accounts for the last three (3) years i.e. (2023, 2024, 2025)
i. Sworn Affidavit disclosing whether or not any officer of relevant committees of Anambra State Polytechnic, Mgbakwu or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
k. Company’s profile with the Curriculum Vitae of key staff.
l. Verifiable documentary evidence of at least three(3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion, Certificates and Photographs of the projects.
m. For joint venture/partnership, Memorandum of Understanding (MOU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture.
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The Letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
